a few of my guppy fry have been doin this weird thing where they look as though they are bouncing off the gravel in my tank it kinda looks as though they are scratching or some thing there is nothing wrong with them as far as I can tell so whats goin on?

If it just occasional usually I find it just means they need a water-change. It is a very common problem I have noticed in tanks under the 3 month mark. if there are no visable parasites (ick, velvet, lice) or red markings then usually just a waterchange and monitoring water conditions will do. Sorry but it is one of those problems a lot of people have that no-one can explain. It usually goes away as the tanks get more mature though.
